When the system is unable to identify all appropriate fill-ins for a notice because bad data is present on the Income-Related Monthly Adjustment Amount (IRMAA) portion of the Medicare database or the MBR, the system completes the notice, using star symbols to indicate fields that it could not complete. All systems bad notices are forwarded to the Program Service Center (PSC) for completion of the notice in AURORA.
