When a legally competent beneficiary has a representative payee, the original of the
                  notice is always sent to the beneficiary, with a copy to the representative payee.
               
               A representative payee is not entitled to the personalized explanation. SSA may only
                  disclose information that the person needs to perform the duties of representative
                  payee (i.e., to receive and disburse or conserve title II and title XVI benefits belonging
                  to the beneficiary).
               
               
                  EXAMPLE: If the representative payee is entitled to information in another capacity (e.g.,
                     as parent or legal guardian) that person may receive any information to which he/she
                     is entitled.
