RM 03809.016 Scout for Cases with Different Name

A.
Scout to identify all EIN's and employers not identified via the electronic search
process per RM 03809.009.

B.
Examine the SSN, initials and first 6 digits of the surname as reflected on the MEF
display. If:
-
1.
There is a sufficient difference in the initials and surname to determine that a scramble
exists, proceed to the instructions in RM 03809.024 B.-D.
-
2.
There is no sufficient difference in the initials and surname or, there is any question
as to the correct identity, scout the report and all available resources (per RM 03809.007) to obtain the correct EIN/name with the following instructions:

a.
For the latest 5 years of earnings itemized on the MEF or SSA-1826 printout, check
the related report(s) to determine the exact name and SSN under which the wages were
reported. If less than 5 years of earnings are itemized, obtain the report for the
entire period .
NOTE: For military employers, ensure that the report is obtained
for each service serial number shown.

If scouting reflects any of the conditions listed below, take the designated action:

1.
Multiple debit postings from the same employer are shown for one or more periods and
the MEF printout does not reflect that electronic offset occurred—show how reported
for each debit posting.

2.
Employer has reported for only one period—show how the wages were reported.

3.
Employer has reported for more than one period and there is a continuous sequence
of postings (including those cases where maximum earnings are reached in less than
4 quarters)—show how reported for the first and last period itemized.

4.
Employer has reported for more than one period and there is a broken sequence of postings—show
how reported for the first and last period in each continuous sequence of periods
itemized.

5.
Debit and credit wages for the same period—show how reported only if the money amounts
are different.

6.
SEI wages prior to 1969—show how reported as shown on the schedule SE.

7.
SEI wages after 1968—show how reported as indicated on the SE film.

c.
Enter all information obtained in the scouting process cited in a. and b. above in
remarks in ICOR on the development worksheet per the instructions in RM 03809.055.
