GN 00905.300 Development of Claims from Residents of Mexico

A. Policy for developing claims from residents of Mexico

Except as shown in GN 00905.300C.1 in this section, the Federal Benefit Units (FBUs) in Mexico handle claims and inquiries from residents of Mexico. The field offices (FOs) along the Mexico - U.S. border are not servicing offices for contacts or claimants in Mexico.

B. Procedure for referring claim inquiries to the FBUs

Refer claims inquiries to the FBU servicing the individual's address for development of the claim and contact, as explained in GN 00905.302. See GN 00904.220 to determine which FBU serves the claimant’s address in Mexico. Visit the Foreign Country Service Information website to locate the address of the appropriate FBU in Mexico.

C. Procedure for claims filed in FOs

1. Border FOs

If a resident of Mexico comes to the FO to file a claim, assist them in completing the necessary applications and related forms. Keep jurisdiction over the claim until we process the claim to an award or disallowance. Request any additional evidence or development you need from a source in Mexico directly from the appropriate FBU. Forward the claim to the Division of International Operations (DIO) when action (including any District Office Final Authorization (DOFA) action) is complete.

2. Non-Border FOs

If a resident of Mexico visits an FO (other than a border FO) to file a claim, assist them in completing the necessary applications and related forms. Accept whatever evidence they have. If the claim is complete (including any DOFA action), forward it to DIO. If you need additional development, forward the claim to the FBU having jurisdiction over the claimant's residence. Do not transfer a claim to an FBU simply for a face-to-face interview as explained in GN 00905.302.
