A. Earnings record for Italy

A U.S. earnings record (E/R) generally is included with the material received from a DO. However, it may be necessary for the totalization module to request another E/R to satisfy Italy's requirements.

Before sending the E/R to Italy, verify that:

  1. 1. 

    All U.S. QCs from 1937 through the quarter of filing or death are shown . This should include U.S. lag earnings and creditable MS which must be supported by documentary evidence. (See GN 01706.205 - GN 01706.210.)

  2. 2. 

    Railroad service months are identified and converted to U.S. QCs. (see GN 01703.120.)

  3. 3. 

    All asterisks (*) and pound signs (#) have been reconciled and corrected on the E/R. Assume that an asterisk represents a QC of the same type as the other QCs for that year and change it accordingly. Generally, OCRO will have already reconciled all pound signs. Where OCRO has not done so, a recertified E/R must be obtained, except where maximum earnings are posted for that year. In this situation, change the pound sign to a gift QC (G).

  4. 4. 

    The NH's name is entered at the top of the free-form earnings record.

  5. 5. 

    The total U.S. QCs and the Italian legend to explain QC entries are shown on the form.

QCs may be added or deleted manually, but care should be taken to ensure the total QC figure is correct.

  1. 6. 

    An OCRO employee has signed the certification block unless the phrase “Electroncially Developed Statement” is present on the form.

B. Italian coverage certification

INTPSC will request the Italian coverage certification form IT/USA 3 bis. Under the provisions of the Supplementary Agreement, Italian coverage is used only to establish insured status. Therefore, when requesting a coverage certification, INTPSC will specifiy the number of weeks of Italian coverage required. (See GN 01706.032.)
