GN 01712.010 How the Foreign Service Post (FSP) Develops and Processes Applications

When a claimant contacts the U.S. Embassy in Oslo to apply for U.S. benefits, the FSP obtains the following applications:

  • Form SSA-2490-F4, Application for Benefits Under a U.S. International Agreement (GN 01701.110).

  • Regular RSDI applications.

The FSP requests the Norwegian coverage record from the Folketrygdkontoret for Utenlandssaker (FFU) if there is potential entitlement to U.S. totalization benefits. The request is made on form SSA-2960-U2-NE (US/Norway Liaison form).

The following are sent to DIO:

  • All claims for U.S. benefits.

  • A copy of the Norwegian coverage record.

The FSP refers individuals who want to file claims for Norwegian benefits to the Norwegian local office.

The FSP should

  • Have the individual sign a statement indicating they wish to claim Norwegian benefits.

  • Date stamp the statement with the F.B.U. stamp.

  • Return the statement to the claimant with instructions to take it to the Norweigian local office.
