GN 01718.005 How to Review and Complete Claims Taken by a Field Office (FO)

A. Introduction

An explanation of how the FO processes claims for benefits under the Agreement is given in GN 01702.001 - GN 01702.525 and GN 01717.205 - GN 01707.220.

Applicants for Swedish benefits file application Form SSA-2490-F4 (Application for Benefits Under a U.S. International Social Security Agreement) with the local FO. Sweden will contact the claimant directly to secure the Swedish national application and any other necessary documentation.

B. Procedure

To review claims taken by the FO, take the following steps.

Step Action

Have all applications listed in GN 01717.215 been completed?

  • If yes, go to step 2.

  • If no, request the FO to obtain missing applications.

Is a current, complete U.S. earnings record in file?

  • If yes, include it in the claim package sent to Sweden.

  • If no, request a totalization earnings record from OCRO (See GN 01704.570).

Are lag earnings alleged on the U.S. application?

  1. a. 

    If yes, does the U.S. earnings record show at least 8 QCs?

    • If yes, do not develop lag earnings. Go to step 4.

    • If no, develop for proof of lag earnings.

  2. b. 

    If no, go to step 4.

Is claim for disability benefits from Sweden?

  1. a. 

    If yes, did the claimant submit medical
    evidence or is medical evidence of record available in OIO?

    • If yes, include copies of medical evidence in the claim package.

    • If no, go to step 5.

  2. b. 

    If no, go to step 5.

Did claimant submit any additional evidence in support of the Swedish claim?

  • If yes, prepare a claim package for Sweden and include this evidence.

  • If no, prepare a claim package for Sweden.

Send a preprinted notice to the claimant informing him/her that:

  • you sent information concerning his/her claim to:

    Stockholms Lans Allmanna

    Forsakringskassa (SLAFU)

    Utlandsavdelningen

    S-105 11 Stockholm

    SWEDEN

  • the SLAFU should contact him/her within 120 days,

  • if he/she is not contacted or if he/she has any questions concerning the Swedish claim, contact the SLAFU directly.
