A. Introduction

The agreement with the Netherlands became effective 11/01/90.

B. Policy

Periods of U.S. and Dutch Social Security coverage a worker earned prior to 11 /01/90, may be used to establish entitlement to U.S. or Dutch Totalization benefits. However, the earliest possible month of entitlement to such benefits is 11/90.
