GN 01746.005 How DIO Modules Review Claims under the U.S.-Japanese Totalization Agreement

A. Procedure

Follow these steps for reviewing claims under the U.S.-Japanese Totalization agreement:

  • Review the file for the required applications and evidence listed in GN 01745.205 - GN 01745.220.

  • If the person is filing for Japanese benefits and the Japanese application Claim for National Pension/Employees’ Pension Insurance (either J/USA 1 For Old Age/Disability Pension or J/USA 2 For Survivors Pension ) is not in file, mail the appropriate application form with instructions to mail the completed form directly to the appropriate Japanese agency.

    NOTE: The J/USA 1 and J/USA 2 may be printed from the SSA Totalization Forms section of the Totalization Resource Kit.

  • Check the file for a U.S. totalization earnings record that can be sent to the Japanese agency. If one is not in file, request an ICERS record following the instructions in MSOM 231 for inclusion in the package to Japan.

  • Confirm that all available medical evidence has been included if the claim is for disability benefits.

  • When all required material is in file, refer to the guidelines in GN 01746.205, GN 01746.210 for preparing a claims package for the Japanese agency.
