All NMISSS quarters of coverage (QC) are now on the Master Earnings File (MEF). Use the following rules when processing NMISSS cases.
Entitlement prior to 1/1/87 must be processed by the Saipan FO using NMISSS rules to determine entitlement and to establish a period of disability.
Entitlement for 1/1/87 or later is determined using Title II rules.
To determine QCs, apply NMISSS rules for earnings before 1987 and Title II rules for earnings after 1986.
Use the number of NMISSS QCs shown for this period. Assign QCs in the way most favorable to the claimant when necessary to distribute QCs to specific years, (e.g., for insured status).
Use QCs that are posted to NMISSS records for entitlement purposes.
Request necessary NMISSS QC information from the Saipan FO.
