SI 02305.090 Developing Public Assistance Household - Redeterminations (RZs)

A. Introduction

This section provides procedures for developing recipient allegations about public assistance (PA) household during the RZ interview.

B. Description of RZs completed in the SSI Claims System

Opening a “REDETERMINATION” event in the SSI Claims System creates a“path” that will guide the interviewer to the appropriate screens to document allegations and evidence relating to public assistance households.

C. Description of Form SSA-8203-BK - Question 8

Question 8 on Form SSA-8203-BK

  1. a. 

    Prior to September 30, 2024, do all of the people who live with you receive public assistance payments? (For example, TANF, VA pension, SSI, general assistance)

  2. b. 

    Starting September 30, 2024, does any other person who lives with you receive public assistance payments? (For example, SNAP, TANF, VA pension, SSI, general assistance)

D. Procedure Form SSA-8203-BK-Question 8

Skip Question 8 of the SSA-8203-BK if the recipient's permanent residence is an institution or they live alone.

Develop allegations about public assistance households, as follows:

1. If recipient alleges no change in public assistance

If the recipient alleges no change in public assistance household status and the record does not indicate otherwise, do not develop PA household further.

If someone other than a spouse, child (as defined in SI 00501.010), or person whose income may be deemed lives with the recipient and it is not a PA household:

    Develop LA and In-Kind Support and Maintenance (ISM) (see SI 00835.100 - SI 00835.340 and SI 00835.450B.);

  • •

    Complete the SSI Claims system screens, Part II of a SSA-8006 for living arrangement prior to September 30, 2024, or Part II of a SSA-8007 for living arrangement beginning on or after September 30, 2024, as appropriate, see SI 00835.600.

EXCEPTIONS:

For a list of situations when inside ISM development is not required, such as the recipient lives in a public assistance household, see SI 00835.340B.2.b.

For a list of situations when further documentation of the evidence for inside ISM is not required, such as when the alleged value (AV) of the ISM is greater than the presumed maximum valued (PMV), see SI 00835.340D.2.

2. If recipient alleges a change in public assistance

If the recipient alleges a change in public assistance household status or no change and the information conflicts, develop PA household as necessary per SI 00835.130.
