SI 02310.018 DHS Match -- Removal From the United States (3D Diary)

A. Background

Aliens who are removed from the U.S. are not eligible for SSI benefits. If individuals who are removed are SSI recipients, their SSI payments must be suspended. The Department of Homeland Security (DHS) transmits removal listings to SSA. SSA matches the data against the supplemental security record (SSR) monthly. DHS performs functions previously performed by the Immigration and Naturalization Service (INS).

The match between the SSR and DHS' removal information will begin in the spring of 2004, along with the first 3D diaries and alerts. Cases with a 3D diary present during the June 2004 redetermination merge run will be selected as “limited issues.”

(NOTE: In some POMS or other instructions, and in the alert itself, there are references to “BCIS”. “BCIS” was a bureau in the Department of Homeland Security that no longer exists, and DHS is undergoing further reorganization. Wherever you see “BCIS”, this is referring to Department of Homeland Security information.)

B. Procedure

1. DHS Match - General

Follow instructions in SI 02310.007. The DHS computer match is subject to the requirements of the Computer Matching and Privacy Protection Act (CMPPA) and SSA must attempt to verify the computer match data. Contact DHS, if necessary, to confirm the fact that a person has been removed, or the removal date.

2. Systems Control

This match is controlled by a diary (3D) on the PE-ODS system, and is posted to the diary field on the supplemental security record.

D. Procedures - Clearance

1. Documentation

For MSSICS cases, document the development of a 3D diary on a Report of Contact page.

For non-MSSICS cases, record development in the “remarks” section of the SSR.

2. Clear the Diary

Delete the diary on the UDIA screen and build transaction SSR. See SM 01301.215 for a list of diaries and alerts, and MSOM BUSSR 002.019, Update Diaries (UDIA).
