MCS produces a series of alerts and exceptions when a claim is filed on the record of a number holder (NH) who has a report of removal on DRAMS. (See MSOM MCSEC 001.002 - MCSEC 001.005) MCS permits the override of a removal alert via the MREQ screen. (See MSOM - MCSEC 001.005 for a facsimile of the MREQ - Earnings Comp Request.) The override is to be applied only after it is determined that withholding of retirement or disability benefits under the removal provisions is not required. It is not necessary to delay overriding the alert (or further MCS processing) pending deletion of a DRAMS removal record under RS 02635.005C.2. See RS 02635.020A. for procedures on handling initial claims involving removal.

When removal reports from DHS are input onto DRAMS, they are also matched against the SSA Master Beneficiary Record (MBR) and Supplemental Security Record (SSR) files. A request for investigation and possible suspension of benefits is sent to the Program Service Center if a recently removed person is found to be entitled to a retirement or disability benefit. RS 02635.020B. - RS 02635.020D. discusses how to handle RSDI cases with removal alerts. The Processing Center Action Control System (PCACS) will control the alerts for Title II and provide a file for Management Information Service Facility (MISF). If a removed person is receiving SSI payments, a request for investigation is sent to the appropriate field office. (See SI 02301.225 and SI 02310.018.) See RS 02635.010C.
