A permanent LA is the place where a claimant lives or, for purposes of this section,
on rare occasions, it may refer to one or more members of an individual's household.
EXAMPLE: Kay is temporarily absent from their home while in the hospital for three weeks.
When Kay entered the hospital, Kay's permanent LA was with a spouse, child, and parent
in an apartment Kay's parent rented. . While Kay was in the hospital, Kay's spouse
and child moved to a new apartment. Kay intends to join their spouse and child when
the doctor at the hospital releases Kay. Even though Kay does not intend to return
to the same physical residence, Kay still intends to return to their permanent LA;
i.e., the home Kay shares with spouse and child.
