GN 00203.003 Face-to-Face Contact with Claimants

A. Situations which always require a face-to-face interview

Use this list to determine which situations always require a face-to-face interview.

  • There is potential fraud or misrepresentation of the claimant, representative, or third party.

  • The individual disputes or protests a report of confinement made by a correctional or other facility (see GN 02607.600).

  • The SSN applicant (12 years or older) is applying for an original SSN (see RM 10205.110).

  • When the criteria for Supplemental Security Income (SSI) face-to-face interview requirements are met (see SI 00601.060F.2.).

  • When the criteria for representative payee face-to-face interview requirements are met (see GN 00502.113B.2.).

  • Special Indicator 6, SSN assigned based on harassment, abuse or life endangerment is present on the Numident.

B. Situations which may justify the need for a face-to-face interview

Use this list to justify the need for a face-to-face interview:

  • The individual specifically requests a face-to-face interview.

  • The individual has difficulty communicating over the telephone, understanding the documented program explanations, or does not have access to the Internet.

  • You anticipate a difficult or lengthy interview due to complexities; e.g., subsidized pay (see DI 10505.010), SGA issues (see DI 10505.015), questionable retirement, or you require development for close or family corporations.

  • The evidence you need is detailed or bulky (e.g., payroll books, ledgers, or receipts).

  • The information in the file causes you to question the employer-employee relationship (see RS 02101.865).

  • The interview involves sensitive issues (e.g., law related, cancer, terminal or mental illness) and there is no representative.

  • Cases where validity of employment is in doubt, such as “family employment parents” (see RS 02101.125).

  • A continuing disability case where the Disability Determination Services (DDS) or the Office of Disability and International Operations (ODIO) requests field office (FO) assistance.

  • Nonmedical or nonjudicial evidence of incapability of managing benefits (see GN 00502.030)
