GN 02210.152 Collection of Title II and Title XVI Overpayments by Credit Card

A. Policy

Debtors have the option to pay their Title II and Title XVI debts by MasterCard, Visa, Discover, American Express or Diners Club credit cards. This option is available to debtors in both programs.

SSA does not have the capability to make debit transactions. Debtors should be advised that if they wish to use a MasterCard or Visa debit check card, the transaction can only be processed as a credit card payment.

NOTE: The Diners Club Card will only be accepted when it processes as a MasterCard or Discover transaction. Acceptable Diners Club Cards should have the MasterCard or Discover Card logo present on the card and meet the numerical requirements. (See chart in this section GN 02210.205B.1)

Debtors now have the option to pay their debts online through Pay.gov.

Pay.gov is an online remittance collection application developed and maintained by the Department of the Treasury (Treasury). The internet application offers Title II and Title XVI recipients, who are active in the Recovery and Collection of Overpayment Process (RECOOP) system, the option to repay their programmatic overpayments via credit card, debit card, or a debit to their bank account or automated clearinghouse (ACH).

Treasury's Pay.gov application collects and processes the transaction and payment information on SSA's behalf.

Treasury's Pay.gov allows eligible individuals to make a one-time payment using their personal computer or mobile phone.

Treasury's Pay.gov accepts VISA, MasterCard, American Express, Discover, Diner's Club, JCB, Union Pay, and debit of the individual's bank account via ACH.

B. Overview of debtor credit card payment options

1. Initial overpayment notices

Initial overpayment notices request repayment of Title II and Title XVI overpayments from debtors or liable persons. The notices explain the debtor’s options for repaying, including repayment by credit card. Debtors who wish to repay by credit card can do so in person by visiting their local field office; or by mail, using their credit card information to complete the payment stub enclosed in the notice. SERS eliminates the FOs need to send all programmatic remittances from the FOs to the Mid-Atlantic Program Service Center (MATPSC), see GN 02403.006A.2. FOs will continue to process and send all other acceptable programmatic remittances to the MATPSC and administrative remittances to the Office of Finance, as applicable. Mail the received, completed payment stub to MATPSC using the refund envelope included with the initial overpayment notice to the following address:

Once the initial overpayment notice is sent, for a person that is in current pay status, the system automates collection activity for most overpayments. If the recipient is in non-pay status, the system transfers jurisdiction for collection of the overpayment to the Recovery and Collection Overpayment Process (RECOOP).

2. RECOOP billing notice

When a non-pay debt is not resolved as a result of the initial overpayment notice, the debt is then controlled by RECOOP, see The Recovery and Collection of Overpayment Process (RECOOP) System . RECOOP is a billing and follow-up system developed as part of the modernization of the SSA Debt Management System (DMS). Part of the billing notice produced by RECOOP is a payment stub (or coupon) which includes the option to repay by credit card.

3. Other overpayment notices

SSA also sends the following overpayment notices that include the option to repay by credit card.

4. Telephone inquiry to Program Service Center (PSC)

A web page has been developed for use by the debtor's contact representatives in the PSCs and by the remittance clerks in the MATPSC Remittance and Accounting Unit (RAU) for handling credit card payments. For more information about handling credit card payments over the telephone and entering the information into the web page, see GN 02210.205B.

Detailed field office instructions for handling credit card payments are outlined in GN 02403.006D. Specific PSC instructions for handling credit card payments are outlined in GN 02210.205.

C. Procedures for credit card security

Apply the following procedures for credit card security as instructed in GN 02403.006F:

  • Do not list the remitter's credit card number anywhere in the remarks area of the DMS screens when preparing the automated receipt.

  • Do not include the remitter’s credit card number in any documents retained in paperless or in the Claims File User Interface (CFUI).

  • Do not photocopy the completed coupon (SSA-4588-OP) for office use or as a receipt. However, you may give the coupon to the debtor because the FO will send the DMS-generated payment coupon to MATPSC.

  • Do not keep a copy of the coupon in the FO or mail it to the MATPSC. If the PSC completed the transaction by telephone, the coupon remains with the remitter.

A. Introduction

The Teleservice Center (TSC) may receive calls from debtors concerning the use of credit cards to repay overpayments or to report a problem with making the payment by credit card.

B. Procedure for handling credit card inquiries

1. Caller requests information about paying by credit card

If a caller requests information about paying by credit card:

  1. a. 

    Initially refer the caller to Pay.gov for internet payment options (see GN 02210.153B.5.a in this section and Pay.gov for Programmatic Overpayments;

  2. b. 

    Explain that SSA accepts MasterCard, VISA, Discover, American Express, and Diners Club credit cards from the owner of the card;

  3. c. 

    Make it clear that if this method of payment is chosen, regular credit card rules apply;

  4. d. 

    The Payment Service Center (PSC) that controls the debtor’s record is the location where the charge has to be processed;

  5. e. 

    The toll-free number of the servicing PSC debtor contact unit (DCU) will be provided if the debtor wishes to complete a credit card transaction over the telephone. For a list of the servicing PSC numbers, see GN 02403.006G.

NOTE: The Diners Club Card will only be accepted when it processes as a MasterCard or Discover transaction. Acceptable Diners Club Cards should have the MasterCard or Discover Card logo present on the card and meet the numerical requirements. (See chart at GN 02210.205B.1 )

2. Caller wishes to charge payment

If a debtor calls wishing to charge their payment, or an employer calls wishing to charge a payment for Administrative Wage Garnishment, provide the caller with the telephone number of the DCU of jurisdiction. For the telephone numbers, operating hours, and SSN jurisdiction, see GN 02403.006G.

IMPORTANT: Do not attempt to take any credit card information from the caller.

3. Caller wishes to use debit card or other credit card not accepted by SSA

If a caller wants to use a debit card or a credit card other than MasterCard, VISA, Discover, American Express or Diners Club, tell the person:

  1. a. 

    SSA will only accept MasterCard, VISA, Discover, American Express, or Diners Club credit cards.

  2. b. 

    SSA cannot and does not have the capability to make debit card transactions or accept any other unauthorized credit cards at this time (see GN 02210.152A).

  3. c. 

    SSA will also accept checks and money orders by mail. Cash payments should be taken to any local field office. Explain the Social Security Administration (SSA) will only accept cash to pay programmatic overpayments, conserved funds, gifts to the Social Security Trust Funds, Medicare premiums and overpayments, and misapplied funds. We will not accept cash to pay non-program standard fees for services (see GN 02403.009 ).

4. Caller reports a transaction problem

If a caller indicates a problem with a credit card transaction (e.g., the payment authorized is not reflected on their credit card statement; or the statement shows a transaction they do not remember authorizing):

  1. a. 

    Check DMS Remarks screen to verify whether or not the credit card transaction was declined.

  2. b. 

    If payment was not declined, check the Remittance Query to confirm the date the payment was processed at MATPSC, explaining that the transaction could have been processed after the debtors most recent billing cycle.

  3. c. 

    If, after completing steps a and b, you are still unable to satisfy the debtor’s concern, refer the caller to the debt management section of the PSC of SSN jurisdiction. For the appropriate telephone number see GN 02403.006G .

5. Caller asks to pay by credit card over the Internet

If a caller asks to pay with credit card payment over the Internet:

  1. a. 

    Debtors now have the option to pay their debts online through Pay.gov.

    Pay.gov is an online remittance collection application developed and maintained by the Department of the Treasury (Treasury). The internet application offers Title II and Title XVI recipients, who are active in the Recovery and Collection of Overpayment Process (RECOOP) system, the option to repay their programmatic overpayments via credit card, debit card, or a debit to their bank account via automated clearinghouse (ACH). Treasury's Pay.gov application collects and processes the transaction and payment information on SSA's behalf.

    Pay.gov allows eligible individuals to make a one-time payment using their personal computer or mobile phone. Pay.gov accepts VISA, MasterCard, American Express, Discover, Diner's Club, JCB, Union Pay, and debit of the individual's bank account via ACH . (Refer to Pay.gov for Programmatic Overpayments)

  2. b. 

    Inform the debtor that credit card transactions can be handled over the telephone by calling the DCU of the jurisdictional PSC, or by completing the payment stub provided in the overpayment notice.

  3. c. 

    Remind the caller that SSA also accepts payment in the form of checks and money orders by mail. If the caller wishes to pay by cash, explain that cash payments can be made at any local field office. Explain the Social Security Administration (SSA) will only accept cash to pay programmatic overpayments, conserved funds, gifts to the Social Security Trust Funds, Medicare premiums and overpayments, and misapplied funds. We will not accept cash to pay non-program standard fees for services (see GN 02403.009 ).

The internet application offers Title II and Title XVI recipients, who are active in the Recovery and Collection of Overpayment Process (RECOOP) system, the option to repay their programmatic overpayment via credit card, debit card, or a debit to their bank account via automated clearinghouse (ACH). Treasury's Pay.gov application collects and processes the transaction and payment information on SSA's behalf.

Telephone one-time recurring payment by credit card

The debtor can authorize a one-time payment over the telephone or request the Social Security Administration (SSA) to charge their credit card on a recurring monthly basis by submitting a completed and signed form SSA-4588 , You Can Make Your Payment by Credit Card .

For one-time payments, the Debtor Contact Representatives (DCRs) in the Program Service Center (PSC) of jurisdiction will enter the required information on the web page and submit it electronically for processing. For a link to the web page see GN 02210.156.

For recurring monthly credit card payments, the Mid-Atlantic Processing Service Center (MATPSC) is responsible for entering the information on the web page. Recurring monthly payments require the debtor to sign and date form SSA-4588. Upon request, the DCRs mail the form to debtors and ask that they complete, sign, and return it in an enclosed MATPSC envelope.

B. Procedure for handling credit card inquires

1. Explaining the credit card option

If a debtor is contacted by telephone to repay a debt or a debtor contacts the DCU, assume that the caller is the cardholder, unless there is reason to believe otherwise, and proceed as follows:

2. Caller agrees to pay via credit card

a. Debtor wants to make a single (one-time) payment:

If a debtor agrees to pay via credit card:

  • Assume that the caller is the cardholder, unless there is reason to believe otherwise. If a caller wants to use another person’s credit card, refer to GN 02210.205B.5 in this section.

  • If the caller wants to pay by credit card over the telephone, go to Online Credit Card Remittance and input the transaction. Refer to GN 02210.156 for the form link.

Use the references found on GN 02210.205B.5 for directions when entering the transaction.

IMPORTANT: For Administrative Wage Garnishment (AWG) credit card payments made by the employer, be sure to enter Reason Code E in the beneficiary information screen portion.

b. Debtor wants to make recurring monthly payments:

If the debtor wants to pay by having his or her credit card charged on a recurring monthly basis, proceed as follows:

Mail the SSA-4588 form according to the PSC of jurisdiction to the debtor. Include the return envelope addressed to MATPSC.

Tell the debtor to complete, sign, and date the SSA-4588 form. Emphasize to the debtor that this form MUST be signed and dated for SSA to process the recurring monthly charges.

Explain their credit card will be charged each month for the length of time and for the amount they specify on the form. Inform the debtor they can cancel this authorization by notifying SSA. The SSA-4588 has detailed instructions for canceling recurring monthly payments.

Tell the debtor to use the return envelope to mail only the 1 st and 2 nd pages of the original form SSA-4588 for processing to:

Tell the debtor to complete page 3, detach it (before mailing pages 1 and 2) and keep it for their records.

If the debtor returns the signed form SSA-4588 requesting recurring monthly payments to a PSC other than MATPSC:

Mail the original form SSA-4588 to MATPSC at the above address for processing. DO NOT FAX IT.

NOTE: the original signed copy of the form SSA-4588 must be kept on file at MATPSC as proof of the debtor’s authorization.

Add Remarks to the MBR/SSR and DMS that the request for recurring credit card payments was received in the PSC, date received, and date the PSC forwarded the original form SSA-4588 to MATPSC for processing.

IMPORTANT: If the debtor establishes recurring credit card payments and the credit card or credit card number subsequently changes, mail an SSA-4588 to the debtor. Include the green return envelope addressed to MATPSC and following the instruction of Debtor Offers to Compromise .

If the debtor establishes recurring credit card payments and the credit card expiration date changes (and the credit card number remains the same), contact the debtor either by phone or send them a new form SSA-4588 requesting the new expiration date. If the debtor provides the new expiration date by phone or e-mail, add remarks to the MBR/SSR and DMS for record keeping purposes.

c. Debtor wants to cancel recurring credit card payments.

If a debtor contacts your office about canceling the recurring credit card payments, follow this procedure:

  • Send an e-mail to ||PHI ARC PCO RDDB DMS the same day the debtor contacts your office. Type “Cancel Recurring Credit Card” in the subject line of the e-mail, so it will receive immediate attention. Add Remarks to the MBR/SSR and DMS that the debtor cancelled recurring credit card payments, the date the debtor contacted SSA, and the date your office contacted MATPSC via e-mail; and

  • Tell the debtor SSA will discontinue the charges to their credit card. However, the debtor’s request must have been made 15 days prior to the date the previous months’ charges from SSA were reflected on their statement.

    For example:

    The credit card monthly statement shows the SSA charge posted on the April 20.

    The debtor’s request to cancel must be received by MATPSC by May 5 of the same year in order to have the current month’s charge stopped.

3. Caller wishes to use debit card or credit card not accepted by SSA

If a caller wants to use a debit card or a credit card other than MasterCard, VISA, Discover, American Express or Diners Club, tell the person:

  1. a. 

    SSA will only accept MasterCard, VISA, Discover, American Express, or Diners Club credit cards.

  2. b. 

    SSA cannot and does not have the capability to make debit card transactions or accept any other unauthorized credit cards at this time (GN 02210.152A).

  3. c. 

    SSA will also accept checks and money orders by mail. Cash payments should be converted to a money order and taken to any local field office.

4. Caller reports a transaction problem

If a caller indicates a problem with a credit card transaction (e.g., the payment authorized is not reflected on their credit card statement, or the statement shows a transaction which they do not remember authorizing):

  1. Check DMS Remarks screen to verify whether or not the credit card transaction was declined.

  2. If payment was not declined, check the Remittance Query to confirm the date the payment was processed at MATPSC, explaining that the transaction may process after the debtor’s most recent billing cycle.

  3. If, after completing steps a and b, you are still unable to satisfy the debtor’s concern, follow local operating procedures and contact MATPSC RAU.

5. Caller wants to use another person’s credit card

If the caller states they are not the owner of the credit card, follow these steps:

  1. a. 

    Tell the caller that SSA can only accept credit card payments by telephone from the owner of the credit card, and the transaction cannot be completed at this time.

  2. b. 

    Remind the caller that SSA will accept payment in the form of a check or money order in accordance with normal operating procedures.

6. Employer requests to pay an Administrative Wage Garnishment (AWG) by credit card

If an employer requests to pay by AWG, follow these steps:

  1. a. 

    Request the SSN of the debtor listed on the notice and verify that a debt exists on the record.

    NOTE: Advise employer that debts for multiple employees must be processed separately.

  2. b. 

    Explain that SSA accepts MasterCard, VISA, Discover, American Express, and Diners Club credit cards for debts.

  3. c. 

    If employer agrees to pay by credit card over the telephone, follow instructions in GN 02210.205B.2.a in this section.

NOTE: 

ONLY when processing credit card payments for AWG, does the caller not have to be the actual cardholder.

7. Caller asks to pay by credit card over the internet

If a caller asks to pay the credit card payment over the Internet:

  1. a. 

    Debtors now have the option to pay their debts online through Pay.gov.

    Pay.gov is an online remittance collection application developed and maintained by the Department of the Treasury (Treasury). The internet application offers Title II and Title XVI recipients, who are active in the Recovery and Collection of Overpayment Process (RECOOP) system, the option to repay their programmatic overpayments via credit card, debit card, or a debit to their bank account via automated clearinghouse (ACH). 8. Caller provides erroneous account number

Each of the five credit card brands accepted by SSA has its own account number system, as follows:

NOTE: The Diners Club brand card will only be accepted when the account number begins with 5 or 6 and contains 16 digits.

If the caller provides a credit card account number that does not meet the preceding criteria, take the following actions after you confirm that the account number is erroneous:

  1. a. 

    Advise the caller that the credit card does not have the appropriate amount of numbers or correct leading digit.

  2. b. 

    Ask the caller if they can provide another card to use. If so, and if the account numbers are consistent with the preceding description, process the request.

  3. c. 

    If the caller does not have another credit card, tell them SSA can accept payment through the mail or at the local field office by check or money order.

  4. d. 

    If the caller wants to pay by check or money order, follow the appropriate instructions found in Steps 1 and 2 of GN 02210.214A .

  5. e. 

    Advise the caller that cash payments should be converted to money orders and can be taken to any local field office or mailed to MATPSC.
