BACKGROUND
After 8/22/96, new notice language was developed to reflect the changes in SSI eligibility
requirements for aliens as described in SI 00502.001. New language was also developed to redefine the denial/suspension code N13 (used
when the claimant was either not a U.S. resident or not a citizen, national or eligible
alien). Until the notice language was automated, manual notice paragraphs were used.
In 8/97, alien eligibility requirements changed which required revisions to the notice
language developed in 8/96. The revised notice language reflects current policy and
is included in the sections SI
00502.450 through SI 00502.490.
In 11/97, the denial/suspension code N13 was redefined to be used only when the claimant/recipient
is not a citizen, national or eligible alien. When the new codes were implemented
in the system, appropriate alien paragraphs were also implemented. These paragraphs
are included in SI 00502.470 and SI 00502.480.
The denial/suspension code of N23 is now used when a claimant/recipient is not a U.S.
resident. The appropriate automated paragraph is in SI 00502.480.
Also, beginning in 1/98, the appropriate alien paragraphs were included in automated
award and denial notices. These paragraphs are included in SI 00502.460 and SI 00502.470.
In 5/98, the appropriate alien paragraphs were included in post-entitlement automated
notice processing. These paragraphs are included in SI 00502.460, SI 00502.485 and SI 00502.487.
Also, in 5/98, a paragraph was included in AONS to be used when a recipient is placed
in suspense status N13 and is overpaid. See SI 00502.490 for the paragraph.
