SI 02305.071 Completing RZs in MSSICS or on Paper Forms SSA-8202-BK and SSA-8203-BK

A. Policy - Required Use of Redetermination Wizard (RZ WIZ) for All Redeterminations and Limited Issues

1. Background

RZ WIZ improves the RZ interview (the most error prone stage of the RZ process), by providing claims representatives with an easy-to-use tool that automatically retrieves, consolidates and interprets queries used during the RZ interview. RZ WIZ also provides a plain-English worksheet with like data from multiple databases arranged side-by-side, with mathematical computations such as adding earnings to quarterly and yearly sums.

You MUST use the RZ WIZ worksheet during all RZ (except WBDOC transfer cases with discrepancies), LI and wage-related diary interviews. You do not need to maintain the worksheet in the file after the interview.

2. RZ WIZ features

RZ WIZ is part of the OQA Toolbar. The RZ WIZ:

  • automatically reviews the SSR and identifies all associated SSNs;

  • obtains SSID, DEQY, SEQY and NDNH data for all SSNs; and provides a plain-English worksheet for scheduled redeterminations.

3. User options

You can use the RZ WIZ to either:

  • Request queries, either enter SSNs on the screen or import a list from StaRZ & StriPEs (you can save a list for later use); or

  • View the various reports for redeterminations, limited issues, earnings and SSR queries, and SSN listings provided by the RZ WIZ.

4. Using RZ WIZ

a. Opening RZ WIZ

  • Open the OQA toolbar.

  • If you are requesting queries, you must log onto PCOM.

  • Click on the Menu button on the Toolbar.

  • Select Programs Etc. on the Menu.

  • Select RZ WIZ on the list of programs. The RZ WIZ screen will pop up on your screen.

b. Creating a new RZ WIZ file

RZ WIZ retrieves queries, creates review sheets and puts them in an electronic file for you. To get started, create a file:

  • Make sure the “radio” button in front of “Get queries first” is selected.

  • Select the PCOM mainframe session and type in your Unit code.

  • Click the Next button.

  • Type in a name for your database OR click on a previously saved RZ WIZ database to overlay with new data (RZ WIZ will give you a warning if you choose to overlay a saved file - click OK on the warning message).

  • Click the Save button.

On SSN List screen, you can either:

  • Create a list of SSNs

  • Type the SSN

  • Click the Add SSN button

  • Repeat for as many SSNs as needed OR

  • Retrieve a file of SSNs

  • Select File in the upper left corner

  • Click the Get Queries button.

  • When RZ WIZ is finished obtaining queries, a message pops up; click the OK button.

RZ WIZ will take you to the “Select a Report” screen, where you can view or print your reports.

5. Retrieving a saved RZ WIZ file

RZ WIZ saves your file in a temporary file on your C: drive so you can return to it later if needed. To retrieve a saved file:

  • On the main RZ WIZ screen, click Open saved query database.

  • Click the Next button.

  • On the navigation window find and select the file you want to open.

  • The file will open at the RZ WIZ “Select a report” menu.

6. Selecting a report

On the “Select a Report” screen, click on the button next to the report you wish to see. Your report options are:

  • RZ Review Sheet and Queries for Pending Scheduled RZs (contains the RZ Review Summary Sheets plus related SSID, SEQY, DEQY, NDNH).

  • RZ Review Sheet Only for Pending Scheduled RZs.

  • Queries Only - SSR, SEQY, DEQY, and NDNH - All Cases (queries will be available for all records, even those with no pending scheduled redetermination or limited issue).

  • Listing of SSNs - Pending Scheduled RZ (included in list are Limited Issues).

  • Listing of SSNs - No Pending Scheduled RZ (list of records with no pending scheduled RZ/LI - there will be no review sheet for these cases).

  • Listing of SSNs - SSR not Available (list of records for which a SSID could not be obtained, and so could not be processed through the RZ WIZ program).

  • Listing of SSNs - Cases with Earned Income (list of records where at least one SSN on the SSR had earned income during the previous two calendar years shown on the SSR, DEQY, SEQY or NDNH).

7. Printing a report

On the Select a Report screen, click on one of the options.

  • To print all pages of the selected report, click the Print Report button.

  • To print one page or a range of pages, click File, and then Print on the Access menu bar; on the Print screen, type in the page(s) you want to print in the “Print Range” section, then click OK.

8. Viewing a report

On the “Select a Report” screen, click on one of the options.

  • Click View Report to view data in Microsoft Access.

  • Use the scroll bar or Page Down key on your keyboard to view the page.

  • Click the arrows on the page counter at the lower left corner of the Access screen to navigate through the pages.

9. Importing SSNs from StaRZ & StriPEs

You can get your queries through RZ WIZ without ever typing an SSN, by importing your SSNs from StaRZ & StriPEs. Here's how:

a. In StaRZ & StriPEs

  • Tag your cases.

  • Click on Act on Tagged Cases.

  • Type in a name for your file, and click OK.

  • Click on Create a Query Master File.

b. In RZ WIZ (when you reach the SSN list box)

  • Click File.

  • Click Open.

  • Find the file you just created.

  • Highlight the file.

  • Click Open

B. Procedure - SSA-8202-BK

1. Preparing the form

  1. As you prepare for the personal contact interview or mail-out RZ, obtain a SSID (see SM 01601.265 and SM 01601.280 for instructions on obtaining a SSID) and review it carefully to determine what type of interview is appropriate. Look for the following:

  2. Enter the recipient's SSN and the spouse's SSN and name, if applicable, in the space provided.

  3. Enter the reference date (see SI 02305.034C.) in the space provided.

  4. If an exception to the criteria in SI 01730.045C.4. applies, line out Question 12 which requests information about third party liability.

2. Completing the RZ by mail

Mail the SSA-8202-BK to the recipient for completion and return; and

  1. Date stamp a SSA-8202-F4-INST, “Important Facts About Your Supplemental Security Income Payments” and mail it with a self-addressed return envelope.

    NOTE: The SSA-8202-F4-INST must be dated and a copy retained in the file to document the 30-day timeframe for closeout purposes. (SI 02301.235 explains the N20 failure to provide information closeout procedure.)

  2. Upon receipt of the signed SSA-8202-BK, destroy the copy of the SSA-8202-F4-INST (effective 11/20/04, use alternative signature methods for cases processed through MSSICS. See SI 02305.003).

  3. Be sure to get the following on the form:

    • The recipient(s) signature(s) using alternative signature methods for cases processed through MSSICS.

    • Witness(s)' signature, when necessary.

    • Representative payee signature, if necessary, using alternative signature methods for cases processed through MSSICS. See SI 02305.003.

  4. Mail a copy of “Your Supplemental Security Income Folder” per instructions in SI 02305.038 and SI 02305.117C.3.

3. Conducting the RZ personal contact interview

To conduct a personal conference interview you will:

  1. Schedule a personal contact appointment per instructions in SI 02305.019.

  2. Conduct the RZ interview by phone using the SSA-8202-BK.

  3. Review the following during the interview: Privacy Act/Paperwork Act Notice, Computer matching privacy act provisions and the transfer of resources provisions relating to both Medicaid and SSI eligibility.

    NOTE: If a copy of the SSA-3073 was not enclosed with the SSA-L3074-U2 or SSA-L3075-U2 appointment notice, give one to the recipient during this segment of the interview.

  4. Read the Affirmation of Statements item to the recipient if you are conducting a personal contact interview.

  5. Review the tear-off sheet per SI 02305.117 if you are conducting a personal contact interview.

  6. Be sure to get the following on the form:

    • The recipient(s)' signature using alternative signature methods for cases processed through MSSICS. See SI 02305.003.

    • Witness(s)' signature, when necessary.

    • Representative payee signature, if necessary, using alternative signature methods for cases processed through MSSICS. See SI 02305.003.

  7. Furnish a copy of “Your Supplemental Security Income Folder” per instructions in SI 02305.038.

4. Developing responses

Develop responses on the SSA-8202-BK as follows:

  • Complete any necessary development according to SI 02305.082 through SI 02305.124.

    NOTE: Completion of additional forms may be necessary; e.g., a SSA-8010-BK and/or SSA-8006-F4, when the RZ is being completed on a paper form.

  • Compare responses on all forms with prior office files, the SSR, and manual or computer listings per SI 02305.070E.3.

  • Resolve any discrepancies (unless a tolerance applies) per appropriate instructions.

    Information on the SSR or prior files which is not elicited or alleged on paper forms completed during the RZ does not constitute a discrepancy and generally does not have to be developed unless the information indicates a question of eligibility.

    EXAMPLE: A SSID reflects ownership of a non-excluded automobile. The current value and continued ownership of this item does not have to be developed when properly executing a SSA-8202-BK. However, if this information plus other allegations on the form could cause ineligibility, development is necessary.

5. Transmitting data necessary to complete the RZ (see SI 02305.059)

Complete a 1719B and transmit the data to the SSR.

Complete a summary report of contact (RC), if necessary. (SI 02305.059 describes a summary RC.)

C. Procedure - SSA-8203-BK

1. Preparing the Form

Prepare for the interview as follows:

  • Follow instructions in SI 02305.071B.1.

  • If an exception to the criteria in SI 01730.045E. applies, line out Question 23 requesting information about third party liability.

2. Conducting the RZ interview

Follow instructions in SI 02305.071B.3. substituting SSA-8203 for e8202.

3. Developing the responses

Follow instructions in SI 02305.071B.4. substituting SSA-8203 for e8202.

4. Transmit data necessary to complete the RZ (see SI 02305.059)

Follow instructions in SI 02305.071B.5.

D. Procedure - MSSICS

1. Preparing for a MSSICS RZ

Follow instructions in SI 02305.071A.1.

2. Conducting the MSSICS interview

  1. Schedule a personal contact appointment per instructions in SI 02305.019.

  2. Open an RZ event.

  3. Complete the RZ on the chosen path.

    NOTE: For WBDOC eRZ transfer cases, it is recommended that the Redetermination with Recaps path be used.

  4. Review the Privacy Act/Paperwork Act Notice, Computer Matching, and transfer of resources provisions.

  5. Go over the affirmation of statement requirement.

  6. Review recipient reporting responsibilities.

  7. Be sure to get the following on the printout of the RZ form:

    • The recipient(s)' signature(s) signature using alternative signature methods for cases processed through MSSICS. See SI 02305.003

    • Witness(s)' signature(s), if necessary.

    • Representative payee's signature, if necessary, using alternative signature methods for cases processed through MSSICS. See SI 02305.003.

  8. Furnish a copy of “Your Supplemental Security Income Folder” per instructions in SI 02305.038.

E. Developing the responses

Use the following steps to develop responses on the MSSICS screens:

  • Review the information on the MSSICS screens with the recipient.

  • Complete any necessary development according to SI 02305.082 through SI 02305.124.

  • Resolve any discrepancies (unless a tolerance applies) per appropriate instructions.

F. Transmitting the data

Close the RZ event and Build Transaction SSR.

G. Procedure - additional issues to consider during the RZ process

1. Recipient is a non-citizen

If the recipient is a non-citizen, follow instructions in SI 02305.082.

2. Dedicated account monitoring is required

If a dedicated account monitoring is due on the case per GN 00605.200 through GN 00605.235, or SI 02305.011D.1 and a personal contact is desirable, coordinate the interviews.

3. Childhood disability redetermination is required

If there is a disability redetermination required on the case per DI 23570.001 through DI 23570.150, coordinate the interviews.

4. Representative payee suitability development required

Develop rep payee suitability if the Type of Payee (T) code is “OTH” and the Custody (CU) code is “SEL” in the Representative Payee (REPY) segment of the pre-RZ SSID. (See SI 02305.123 for detailed instructions on developing rep payee suitability.)

5. Title II entitlement

a. Protective filing/leads to entitlement for other benefits

SSI recipients must file for all other benefits to which they are entitled, including Title II. If the recipient does not wish to file and does not comply with the filing for other benefits procedures in SI 00510.001 through SI 00510.030, SSI benefits must be suspended. Be alert to information received while conducting RZs that may indicate possible eligibility for Title II benefits on a recipient's own record or on the record of others. If the recipient is entitled to Title II benefits, the RZ serves to protect the Title II filing date. See GN 00204.015 to determine the protective filing date. When one member of an eligible couple attains age 62 to 64 and does not receive Title II benefits, pursue entitlement to Title II spouse's benefits per SI 02309.007.

b. Concurrent cases

In concurrent cases, review all the title II aspects of the case to be sure recipients are receiving the highest title II benefit to which they are entitled. RZs are considered protective filings for title II benefits and the protective filing remains open until properly closed out. Per GN 00204.004, GN 01010.009 and SI 00601.035, only a certified earnings record may be used to document that an individual is not insured for title II benefits. See GN 00204.015 for policy and procedures when a RZ is a protective filing for title II benefits. See GN 00204.012 for closing out the protective filing.

EXAMPLE: Widow is receiving title II widow's insurance benefits (WIB) on her deceased husband's account. At this RZ, she meets all factors of entitlement on her own Social Security record, except for insured status that she will meet within four months of the RZ. Because, her retirement insurance benefit (RIB) is determined to be higher than her WIB, the RZ serves as protective filing for RIB.

See SI 02305.110 for development of potential title II entitlement.

6. Processing Medicare Part B applications

Process a Medicare Part B application for buy-in if the SSI recipient:

  • Is 64 years and 9 months old or older;

  • Is not insured for title II;

  • Does not have Medicare; and

  • Resides in a 1634 State (see SI 01730.060).

    NOTE: An aged individual may file for Part A HI benefits on the record of a 62 year old spouse per HI 00801.008.

7. Information material to other SSI eligibles in the household

In multi-recipient household situations when an RZ reveals information that may be material to payment amount or eligibility of other SSI recipients in the same household, consider the RZ a third party report and develop per SI 02301.010C.3.

EXAMPLE: RZ uncovers changes in household composition or changes in earned income in deeming situations.
