RM 03809.004 General Scouting Instructions

  1. If an incorrect SSN or no SSN is provided, search for the correct SSN using all pertinent information furnished with the case. If the correct SSN is:

    1. Located, enter the SSN and any multiple SSN on the SSA-7009 or other scouting request form.

    2. Not located, annotate the “Remarks” column of the SSA-7009 or other scouting request form “UTL SSN”.

  2. Identify all unidentified EIN's or employers per RM 03809.009.

  3. Review the case material and compare the allegations on the incoming correspondence with the information contained on the MEF or SSA-1826 printout.

  4. Scout the MEF printout per RM 03809.006.

  5. Perform all general or specific scouting requested or deemed necessary in accordance with the appropriate instructions contained in this chapter.

  6. If any of the following conditions exist, apply the applicable procedure:

    1. Allegations are not met because missing wage items are involved—Scout per RM 03809.030.

    2. Allegations are not met because missing SEI items are involved—Scout per RM 03809.034.

    3. Allegations are not met because of multiple postings for the same employer—Scout per RM 03809.039.

    4. Excess credit is involved—Scout per RM 02200 ff.

    5. Lag earnings are alleged—Scout per RM 03809.045.

  7. If the pattern of reporting suggests an item may have been processed incorrectly, scout to the report per RM 03809.007 and verify the accuracy of the item. Make corrections, if possible.

  8. After all appropriate scouting and corrective actions have been completed on the case, re-evaluate the allegations and take the following actions:

    1. If the allegations are met, enter “complete” in the “Remarks” section of the appropriate scouting form.

    2. If the allegations are not met, enter “incomplete” in the “Remarks” section of the appropriate scouting form.

    3. Annotate the appropriate scouting form to reflect all actions taken and to provide any explanations deemed necessary.

      NOTE: In all cases where a record that would normally be scouted is not available, annotate the appropriate scouting form to this effect.

    4. .Prepare a Form SSA-3950 for all adjustments or reinstatements per RM 03604. This includes electronic adjustments that will be made without preparation of adjustment forms.

    5. Return case to control.
